The Problem

  • CBD is legal to buy, sell and import in the UK, but it is illegal for UK hemp farmers to harvest the leaves and flowers to make it.
  • The UK CBD Market is set to be worth £1billion by 2025. Under the current law none of this will go to UK farmers and producers.
  • Beyond the health benefits of CBD the UK hemp industry has the opportunity to support farmers post brexit, boost tax revenue, to create green jobs eco-construction, bio-plastics, superfoods and  biodegradable battery technology.
  • Hemp can also be used to: rebuild UK soils, sequester CO2 to mitigate climate change, boost biodiversity and it grows easily without pesticides as an organic crop.
  • Without UK farmers being able to sell the flowers for CBD hemp will be much more expensive to grow in the UK and these benefits may never be realised.
  • Instead of realising this incredible economic and ecological opportunity for the UK the government still seems to see hemp as problem and has assigned it to be regulated by the Drugs and Firearms Unit at the Home Office.

The Solution

1.

Ammend the law to allow UK farmers to harvest the whole hemp plant, including the leaves and flowers.

2.

Move the licensing regulation from the Drugs and Firearms Unit at the Home Office to  DEFRA (The Department for Agriculture and Rural Affairs)

3.

Set an evidence based minimum THC level in each product in line with international best practice. E.g. 1% in Switzerland.
